I bought the Fallout 76 tricontinental pack from the xbox digital store and it doesn't work

I bought it about 2 weeks ago from now, I have tried and tried too get a refund from Microsoft and they denied me twice, my problem is, I bought and installed it and didn't receive any additional content and Microsoft is claiming that I have received,
this is the first time this as happened and the in game store purchases work perfectly, I looked on crafting, the atom shop and have turned up nothing, can any of you help me?

Fallout 76. I'm playing it on PC Game Pass but bought it on MS Store. And this is not the first time I bought from MS Store, I also bought Fallout First from the MS Store a month before and it worked with no issues. Now that FO76 is on sale, I bought it using the same card I have on, it proceeded and I have a receipt from my bank but in both Xbox app and MS Store, it still shows FO76 as not purchased. And upon checking on my order history on both MS Store and PC Game Pass, it's not on there also. All I have there is the FO First membership and the previous PC Game Pass that I bought the month before.
