Try these steps below and let me know if they help!

First, I would try downloading the necessary games via the Microsoft Store rather than the Xbox app. If you are having issues with the Windows Store, I recommend that you reset the Windows store data by following the steps below.

1. Close the Microsoft Store app if currently open.
   
2. Press the Win + R keys to open the Run dialog.
   
3. Type WSReset.exe into Run, and click/tap on OK.
   
4. A command prompt will now open without any message. After about 30 seconds, the command prompt will automatically close, and the Microsoft Store app will open.
   
5. Check Windows Store for app updates and install. In the new version of the Windows Store, you can access updates by clicking the Library tab in the bottom left corner of the screen and then click Get Updates in the top right.
   

Next, I would of course make sure your computer is completely updated. After updating the computer and performing a reset, see if the issue persists. If it does, please try reinstalling the Gaming Services package on your Windows 10 device again.

1. Right-click the Start button in the lower-left corner of the main screen, and then select Windows PowerShell (Admin).
   
2. In the Administrator: Windows PowerShell screen, type the following command and press Enter:
   

Get-AppxPackage *gamingservices* -allusers | remove-appxpackage -allusers

A colleague of mine that had this issue said that making sure his drives were formatted to NTFS helped solve the issue for him. You can see if your drives are formatted to NTFS by navigating to This PC > your game installation drive > Right-click and select Properties and then next to File System it will either say NTFS or not. Make sure you do a backup of your system before you reformat as you can lose data.
