I bought Minecraft starter collection but it says i have to buy it again

That brings me to Minecraft, not what I redeemed. It came with a Minecraft disc, I did not buy it. It was the Starter Pack, which I can't find on the Microsoft Store (not to be confused with the Starter Collection)

I think what they're saying is that when you bought the card, the console and PC versions are different.

So instead of buying this as a card: Minecraft for Windows 10 Starter Collection | Xbox

You may have purchased this as a card: Minecraft Starter Collection | Xbox

Whereas the first is for PC and the second is for Xbox.

Which if you bought from target, if it is this card, then it is Only for Xbox: Minecraft: Starter Collection

Which would explain why it's not downloading.

It looks like you redeemed Minecraft Starter Collection, not Minecraft for Windows Starter Collection. The one you redeemed is the console version of the game.
