I bought Minecraft on Xbox and I am unable to play it on my PC windows device. Please help!

That game does not support Play Anywhere, so you'll need to purchase the game for PC in order to play it on PC.

For instance, if you have purchased Minecraft for PC, you can only play it on that device and not on any other device. I bought Minecraft for my Xbox, but I had to buy it again for my PC to play it there.
