Game Sharing isn't specific games.....it is setting your Home console to a different console so you can play your games on a different console. If you have run out of Home Switches, then you have to wait until the 1 year anniversary of the first one so one becomes available again as you can only have 5 switches a year

If you're trying to game share with a different person (who owns FIFA) and you're out of game shares unfortunately nothing can be done.

You can check if maybe you're eligible for an additional home switch
Once you view the out of home switches message select Help > Can’t make this your home Xbox

If nothing appears you need to wait
