I just used a UK VPN and was able to purchase the game straight away.

How come I only had this problem with OF: Dragon Rising?

I have purchased Gold, I download Xbox One games with gold, but I am unable to download any of the Xbox 360 games with gold. I will propose that my country is added, it may even happen one day, but...

Even if it made sense to not take someone's money online because he/she is from a particular country - still it doesn't make sense to not be able to download free games because of a payment method.

Ok, One more time. I have an Xbox One and I am trying to purchase an Original Xbox title called Splinter Cell, Splinter Cell Chaos Theory and Splinter Cell Pandora Tomorrow. I am getting the message "

I'm getting the message "Your account is unable to make this type of purchase on Xbox.com. Please complete this transaction from your Xbox."

As I have said, I have a Live gold account, with a credit card on the account and MS money of $15.00 in the account also. I am trying to purchase one of these at the MS store on my Xbox one. I do not own a 360, I just want to be able to get those games from
my Xbox One.

You won't be able to download the game anyways without a valid payment method on file (Credit/Debit Card or PayPal Account). With the latest update, the Xbox One made it possible to purchase and download Xbox 360 games straight from the console. However,
this was done by mimicking the Xbox.com store. Therefore, the only way to download the free Games with Gold titles without having to put a payment method on your account is straight through an Xbox 360.
