The verification code is a form of security on your account whenever you make critical changes on it just like changing the password. If you do no longer have access on your account's security proofs, you may add a new one where you can receive the verification
code, however, there would be a 30 days lockdown before the changes takes effect not unless you were able to verify ownership of your account using the verification code.

Nope, Microsoft can't assist you with accounts with two steps verification if you can't access to security proofs

Usually when you enable two steps verification you receive a 25 digit code that make the trick in case you are not able to use security proofs.

You need to know the password of the email that is associated with the account as the primary alias, to receive notifications and verification codes to verify that you are the legitimate owner of the account.

Typically, you are given the option to add an additional email or phone number to the account if you are unable to access the primary alias, but due to verification and security purposes, you wont be able to make additional changes
to the account for approximately 30 days.

You would still be able to access the account, just not change anything.

You can try using
this link to circumvent this, and see if adding an additional security proof allows you to have access back into the account.

Actually, if you will contact chat support. The only way for you to be able to prove that you're the owner of the account is if you will be able to at least get a verification code on one of your emails or phone number. That means those have been attached
to the account. Aside from that, they won't be able to fully access the account to give you the exact email. Neither would phone support as they both have the same tools. So basically, your best bet would be to try to access as much email as possible to see
if you will receive a verification code.
