All you need to do is go to Request an Xbox refund | Xbox Support, sign in using the account that made the purchase, select the item you want a refund for and then request the refund!
After your refund request is approved it shall take from 3 to 5 business days for your money to be back!

I am afraid if purchased for the wrong account it cannot be transferred to another. You may be able to get the charges refunded then purchase it on the second account. You would need to speak to a support agent regarding an accidental purchase refund

I accidentally bought The Hidden Ones DLC for Assassin’s Creed Origins and have requested a refund. But now i realise that if you delete the DLC you lose access to the save game that you were using... any way to cancel a refund? I’d rather just
pay the money and keep my save game!
