most games are p2p, there are only a select few games that have dedicated servers. also most games require sending of information in the background while playing and they most commonly need bits active, most launchers also use protocols that require bits active, the usage in the background will most likely be a part of the program you are running and possibly the launcher for friends lists, messaging etc, also anticheat engines also use it. if you have such a small amount of bandwidth that bits is causing you issues then there is not much you can do, other than trying to get a better connection.
