Nobody can pay to lock someone else's account. That isn't even a phrase that makes sense. Do you mean your Xbox account was suspended or banned? Or just that you forgot your password to your email and now you can't log in?

You may need to keep waiting for the response. Because if your account has been locked. Only in that way your account can be unlocked if eligible
The response time usually takes up to 72 hours. But in some cases can be more

You can try waiting 5 or 7 days. If you finally don't receive an answer in the contact email provided please submit the form one more time but use a different contact email.
(Don't forget to keep an eye in the spam/junk folder as well)

Oh and you asked him for his Xbox 360s ID number. His Xbox 360 has been in the landfill for over 10 years.

There’s nothing that’s working. You guys need to bypass and just unlock his account. It’s ridiculous that one of your users has had an Xbox since 2005 spent thousands and thousands of dollars on products and games and you guys tell him there’s nothing he can do but to answer questions or get into the email he use to have back in 2005. Not to mention he was the first in the family to have an Xbox and now the whole family does because of him.

Note: If his account has enabled a 2-step verification feature, an account recovery web form will not work.
