How to turn on xbox game bar in background?

Hello, everyone. I've been having a problem with the game bar for a while now. It doesn't let me use it in the background of my PC. The Gamebar tells me that the app permission is off. I follow the instructions to put it back on, but there's no such thing. The only thing I've seen was to pin the party tab, but that isn't very pleasant. Does anyone have a solution? I've tried the other solutions out there and hope there's a way. Thanks
