How to transfer my game library from a Xbox One to another?

I have logged into my Xbox account (from my own console) on a relative’s Xbox One. I was told that the games in my library will transfer because it is that account that owns the games. They never did. It doesn’t show them in the Installed tab nor the Ready
to Install tab in My Games and Apps. Can someone tell me if it is really possible to transfer my games by logging into another Xbox? Any extra assistance will be appreciated as well.

I personally have transferred my games to another Xbox One console (which was my sibling's) and it did work. Just make sure you're not "Transferring your Account License" to someone you don't know, or else it'd end up tragically bad!

Yes, as long as you're signed into the account that purchased the games, they should be listed as ready to install on any console you're signed into. Try doing a hard reset and see if they show up. (turn the console off by holding the power button down,
unplug the console, plug it back in, and turn it on).

Any saved files you created on your relatives Xbox would be available on the Cloud storage. If you do not already own the games those save files are for, you would need to purchase them and install on your own account.

All of your save data is stored on the cloud as long as you're signed in. So no matter what transfer method you use, your progress will sync when you start a game.
