How to request password to reset factory defaults

Sorry for the confusion.

Unfortunately there is no means to prevent the console from being reset to factory defaults as this is a feature that is built into the device for troubleshooting purposes. However, as stated by @RandyAU93,
when a reset is performed it has no effect on parental settings or passkeys.

That could be a good idea to set up in a future update to our services though. If you would like to submit this suggestion directly to Microsoft, feel free to post this to Xbox Ideas. If your post gets a lot of attention there from others like yourself,
it could increase the chances that it is worked on for a future update.

Create an Xbox One passkey

A passkey gives you a layer of security that you can use more quickly than your Microsoft email and password, and more secretly than your voice.

When you create a personal passkey, you get the following benefits:

• A passkey protects against a child signing in as the parent and overriding parental controls. A personal passkey prevents a child from simply clicking on the parent’s picture, signing in as the parent, and changing the child’s otherwise
  parentally controlled settings.
• A passkey helps to prevent unapproved charges. You can choose to require a passkey to make any purchase on Xbox Live. Setting a passkey helps prevent children from making unapproved purchases.
  
• A passkey allows the parent to grant content exceptions. The only way for a parent to override a content limitation is by entering his or her personal passkey, so it’s easier to manage what content your children can see on your console.
  
• Your passkey roams with you. The passkey that you set on your profile follows you to any Xbox One console you use. As long as you sign out when you leave, you can feel secure knowing your account is safely saved to your friend’s console
  and ready for you the next time you come over to play.
• A forgotten passkey defaults to your Microsoft account password. If you forget your passkey, the console will default to your Microsoft account password as a fail-safe.

There are two ways to reset Xbox One - factory default, keeping games & apps; and factory default, wiping games and apps. Neither of these will undo parental controls set on the account at the
Microsoft Account family site. Make sure you have your child's configurations set there, and it won't matter what your son does, since those will travel with him to whatever
console he might sign into.

As punishment, set his maximum content rating to the lowest possible (in the United States, that would be EC for Early Childhood, for example) for a period of time.

I set up the family control and my passkey, but my child can still reset the factory defaults...
