How to report a player who used in-game chat/attempted voice chat?

Hi, I'm sorry to hear you had such an experience. I would note that the Xbox Live Enforcement Team doesn't use or monitor these forums, but I'll do my best to answer this inquiry. Voice chat infractions can be reported to the Xbox Live Enforcement Team
using the
reporting tools on your console. The Enforcement Team will review every report submitted. Note that if an enforcement action is taken against a user, you may not receive any notification that this has happened for privacy reasons. Regarding the screenshots,
unfortunately these can't be reported directly to the Xbox Live Enforcement Team, nor can violations occurring within an in-game chat system, since these items aren't directly monitored by Xbox Live (unlike voice chat or Xbox chat, which are directly over
an Xbox Live-monitored service and therefore reportable). In these cases, what I would recommend doing is reporting the player to Xbox for unsporting behavior, as well as possibly exploring if the developers of the game where these actions took place have
a means for reporting players (note that developers often can issue their own in-game enforcement actions, which are independent from Xbox Live enforcement actions). I would also recommend

blocking and/or muting the user to prevent further unwanted contact if you haven't done so already. Hope this helps, and I hope you have much more positive and rewarding encounters on Xbox in the future!

Block and report that player. Better yet, don't use party chat or voice chat. That is what I did.

Yes you can use your kinect for voice chat

Go to settings>kinect then check if the use for game/voice chat is check marked if not check mark it then use it for game chat knowing how COD has many players in game chat

Not "are", but "can". And what makes you so sure they can't? One of the options to report a player is "voice chat". How, exactly, are they to investigate and verify those claims if they can't hear us in there?

I want to report this guy for threatening players in game chat, calling people "gay". I have a capture card, could I send it as proof of this? Its game chat audio for grand theft auto 5.

There is no way to submit a video, report him via the console and in the details say it was in voice comms/party chat. Also report it in game.
