Xbox Support (via phone or chat). If you're in the US/Canada, the number is
1-800-4MY-XBOX.

This is a common problem especially for those that bought a second-hand Xbox 360 console. Give the customer representative your console's serial number, and they should walk you through the process to reset your console. It involves putting in a unique, secret
button code somewhere in the settings menu.
