How to play Xbox downloaded games offline in Windows 11?

Not sure if you've done this but, once you've set the Store setting to Offline, you need to start each game in question (whilst connected to the internet), log into Xbox Live if prompted and, once the game has loaded, quit and it should be setup for offline play.

We understand that you are trying to play games on computer offline. Let us check on this together and sort this out in timely manner.

Good news, you may play your Xbox downloaded games offline and to get started, you will need to check if the game offers offline version, ensures you are synced to the latest update of your achievements then proceed to take your games offline. The steps to go offline is to designate your computer as the offline device. Please note that you can only change your designated offline device three times per year.

1. While online, please ensure your computer is updated and you have already installed all updates including optional update.
   
2. Launch Microsoft Store, make sure you are signed in, you will need to select your profile icon located on upper right side.
   
3. Go to App Settings > under Offline Permissions toggle it to ON.
   
4. Launch all the games you will play offline and make sure you are signed in to your Xbox account to each one of them.
   

Note: Xbox Game Pass for PC has game licenses that will expire after 30 days when playing offline, and licenses for owned games expire after 14 days. To keep playing your game offline please go back online and launch the game. This renews the game’s license on your device and ensures you can go back to playing offline.

Then why advertise it as a feature. The Xbox app itself won't load, how is anyone supposed to play anything offline. It work 3 years ago. I'm gonna guess this is a Windows 11 bug. My windows 10 desktop works fine but, the laptop on windows 11 won't.
