It's up to the developer and the publisher if they want to allow mods or not. Either it's not available on Xbox or there are mods that aren't Xbox friendly and only for PC.

On console is pretty hard. There are really a few games that support mods on consoles. On the pc is different and there are a ton of way to mod the game. but i am sure you are talking abou the xbox edition

File Explorer was discontinued because it wasn't being used much. That's not specific to being in the Insider program. That was an update for everyone.

Mods are only allowed on games that support them. Only a few support them which is done by the developers. Otherwise, modding violates the terms of service.
