How to i reject a gift

He would have to try and get a refund for the gift. There is not a "Reject" button that you can click.

Unfortunately no there is no way to reject it. It would make sense if you could and it maybe an idea to post your suggestions here https://xboxideas.uservoice.com/

If a friend sends a gift through the Xbox store (like a game), but I don't want it is there a way I could reject it so he gets his money back or is there a way to turn off gifting in general

I don't recall a way to turn off gifting function, but you will need to contact the friend who gifted you the game and ask them to go through the refund process.

How to request a refund:

https://support.xbox.com/en-us/contact-us>> Press games >> see other options when the virtual assistant appears >> Under game purchases it has "request a refund"

Once you purchase a gift card currency - you can try to return/refund is which is usually difficult and most oftenly rejected.

But otherwise you cannot change it
