Have you followed the processes here https://beta.support.xbox.com/help/account-profile/manage-account/sign-in and are still experiencing
this problem? You may have to go through the set up pages and skip the steps you have already completed to arrive at the guide that relates to the precise part of the process you are stuck on.

Alternatively it may be worth attempting to sign in to the account on the website in order to help troubleshoot.

You should be aware that there have been reports that the live servers have had technical issues over the last few hours (though i appreciate you say you have been trying for days so this is probaly not the cause of your problem)

Which factory reset option did you choose?

• Reset and remove everything. This option resets the console to factory settings. All user data, including accounts, saved games, settings, home Xbox associations, and all games and apps will be deleted. Use this

• Reset and keep my games & apps. Use this option as your first choice when troubleshooting. It will reset the OS and delete all potentially corrupted data without deleting your games or apps. In some cases, if
  a corrupted game file is causing the issue you're troubleshooting, you may have to choose
  Reset and remove everything.

Is it asking you to do any other steps since the reset? For example, anything that was part of the setup the first time you hooked the console up. If you don't remember here are the steps.

Hey I’m wondering how I’m supposed to get signed in to receive a call. I’m having the same problem as everyone else here. I got a permanent suspension but it won’t let me sign in to call them. I push the sign in button and my page just refreshes. Any ideas on how to solve this

Do if I can't sign in enforcement page or see my history how supposed case review just won't sign in on there even though should be signed in automatically to any page on xb from edge ,
