How to get my Forza Horizon 4 and 5 to sync my user data when stuck at 0%

The issue was resolved after I used my phones usb tethering. I played a while on that then switched over to my router and it worked as it should.

All the Xbox services are running. I checked that Xbox live is connected to my Xbox companion app. Like the article I did the offline permissions thing but only waited for the game to get on the loading screen (this is fh4), I also did all the cmd commands, I repaired reset and reinstalled the game, 5 I was able to fix, I have no clue how but I let the game sit and eventually it went to 1% and then fully loaded and worked. I let fh4 sit too and nothing happed. I do remember I had to fix a teredo problem on fh5 when it first came out. I also ran the windows troubleshooter and it said there is a problem with BITS, I didn't fix that issue because I didn't know how. I was able to get fh4 to temporally load into a brand new save but I turned the network adapter back on when on the optimizing for your pc screen and the game crashed, and I'm pretty sure that the amount of times is limited that I can turn the offline permission thing off in the windows store so I pretty sure I can't try it again. Of coarse I'm not sure of the issue but I'm thinking its an issue with the games permissions or something like that. That is what I remember trying. Thanks

Capzstyt, as your NAT is moderate and the game works with a different internet connection I recommend you to open first all the dedicated ports for the Xbox network on your router
These are the ports, make sure to reach out to your ISP for this:

Port 88 (UDP)
Port 3074 (UDP and TCP)
Port 53 (UDP and TCP)
Port 80 (TCP)
Port 500 (UDP)
Port 3544 (UDP)
Port 4500 (UDP)

Once done, do this in your PC:
"Press the Search button on the taskbar, type cmd, and then select Command prompt.
Run the following command from the Admin command prompt:
netsh interface Teredo show state
If the following text is displayed, you may have an invalid Teredo server name configured or a hosts file entry configured to block Teredo:
failed to resolve server name
First, try reverting the Teredo server name to the default value by running the following command in the Admin command prompt:
netsh interface Teredo set state servername=default
If you’re still seeing the failed to resolve server name text after re-running the netsh interface Teredo show state command, you might have an app that is configured to block your PC from connecting to Teredo servers by adding entries to the hosts file located under C:\WINDOWS\system32\drivers\etc\hosts.
To check your hosts file entries:
Type the following command from the Admin command prompt:
netsh interface Teredo show state
Make note of the server name value that is shown in the output (e.g., win1910.ipv6.microsoft.com.).
Next, open the hosts file by typing the following command in the Admin command prompt:
notepad.exe c:\WINDOWS\system32\drivers\etc\hosts
In the Notepad app, select Edit > Find. Type the server name that was noted in the netsh interface Teredo show state command output without the last period and select Find Next.
Example: If the server name output was win1910.ipv6.microsoft.com., type win1910.ipv6.microsoft.com.
If an entry is found with that server name, delete the entry and then save the hosts file."

Hi, my NAT is on moderate. Also I just tried to run the game and it does fully work on my phones usb tethering. Also yes the problem is just with forza horizon 4
