How to fix notifications not popping up or loading?

On my xbox one, I don't recieve pop up notifications, and the notifications tab does not load no matter how long I let it sit and load. The "online status" of friends has also been frozen for the last 4 days (as in, says friends are on games on the friends tab, but shows "Last online 4 days ago" when I actually open their profiles. How can I fix these?

I've already attempted a restart of my system, checked my settings for pop up notifications, and other setting which could be relevant. Is this something I need to factory reset my xbox to fix?
