support.xbox.com/.../error-code-80150017 It sounds like as you said the content your trying to use is outside your region please try the fixes in the link and it should help you.

Although this mentions the 360; the same rules apply since 360 titles were region locked it still applies to BC titles.

I got this as well. The error code says it could either be a country code issue (which it is not for me), or a technical download problem. Ho hum - hope they get this fixed soon ...
