How to contact someone to get Xbox banned lifted

Hello I am in the military and I have multiple Xbox that I have in our community room. One of my Xbox got banned I purchased this with my hard earned money and try to use this an a tool for us to decompress after a long day. Currently I am trying to figure out how to fix this issue. I understand xbox has a policy for communicating in the game after speaking with tech support on the phone l. But they also told me they have no way to see or communicate to the department of enforcement to get this fixed. In the position that I am in this is completely unfair to ban my Xbox because of things my soldiers might have done . And completely ridiculous how I am unable to speak to any one who can help me with this situation. I hope that is someone is reading this can help or guide me in the right direction

How is there a whole department no one is able to contact and also if something is done it can be undone otherwise why have an appeal process?

The appeal process is for account bans/suspensions and not for console bans.

Console bans are only given for the worst/repeated offenses and arent given out lightly. As such they arent eligible for appeal. You typically have to do a lot to be given a console ban.

If it's an account ban, you would need to go to http://enforcement.xbox.com to see about submitting a case review.

It’s a console that is most time placed in a community room .. why not just ban the account or at least give a warning.. and then when trying to get answers or help there’s no one to answer anything .. such a one sided process

They do typically just ban/suspend the account first depending on the offense.

Unless the action that warranted the console ban is severe enough they dont typically resort to giving a console ban right away. They do typically ban/suspend the accounts associated with said action.

Odds are (since its a community used console) someone either did something bad enough to warrant a console ban or there have already been several accounts on the system that have been suspended/banned in the past and the enforcement team viewed that as them "not learning their lesson" and decided a console ban was the next step.

The point is they don't usually just resort to a console ban right away unless the offense was something they deemed severe enough.
