You can specify your "Home" Xbox by registering it with your Microsoft account and setting it as the "Home" console.

Please note that you can change your "Home" Xbox setting up to 3 times a year. If you are on your 4th Home change, you will have to wait until 1 January 2017 before the limit resets.

The issue still exists with the console. It seems about ever 3rd to 4th time I start the console is shuts down. I then restart the console at which time it reboots to the xbox home screen instead of going directly to television.

It sounds like your brother has had your Xbox set as his
home Xbox, then on the 4th of June he changed it.

So having your brother set your Xbox as his home Xbox should resolve the issue, it may take a while for the changes to take effect
