How to block remote shut down

You say your wired controller wouldn't work either, I'm guessing it's your USB ports. These do have over-current protection and sometimes can shut down because of it. Shut down your console and disconnect everything except the power supply. Turn it on
for a few minutes and then shut it down, reconnect your controllers and see if it has fixed it.

Second, How old are the rechargeable batteries? They don't last forever.

How do you turn your xbox one off

mine was acting a bit "funny" on me after I shut it down during a very LONG download of RYSE, so tonight I will just unplug it see if that will shut down the power block, that's the only noise I ever hear on this system the faint fan on the power block.
what I meant by "funny" is before the download shut down it would be dead quite after it shut off, since the DLC the fan has stayed on.

You can only shut off your Xbox using your cell phone if you do it from the app. You have to be on the same network as the console to do that. If you remove the console from the app you won't be able to contact it from the app.

Do you mean the XBox or the TV shuts down?

Check with TV remote that you are using the correct SOURCE for the console input.
