How to add two subscriptions to one family?

No need to pay for a 2nd subscription, simply select one of the xbox as home console for the account that has game pass.

Lets say you set console A as home console for the account with game pass, that will make game pass games available on all accounts in console A, including accounts that don't have game pass and so it should be used to play primarly with an account that does not have game pass.

On console B you play with the account that has game pass, but it will need constant internet connection or the console will complain it cannot verify game license and will kick you out of the game.

But for this to work if game pass is on your own account, one of your kids has to play on your account in console B.

If the 3 of you want to play Forza each one on his own account, then you will indeed need another sub or buy the game (which ever is cheaper for you)

To add a second subscription, you would buy it on a different account.

How do I add the two accounts as family members?

We don't have a family subscription yet, but you can split the account for two. You can.

You can create a master account and add members of your family with age restrictions for each child.

There are several family games. I recommend searching by family category.

As far as I'm concerned, you cannot combine two accounts into one. You can, however, add accounts to an Xbox One family.
