How long does it take to install a build upgrade for you? (Apply step)

Note: not the download step (which depends on Internet speed and bandwidths), and not the verify step.

Here it takes about 35 minutes (used a stopwatch) where it sits for a very long time on 90%, 91%, 92% etc.
Regardless of preview ring, this occurs on Alpha/1911 too, where I was before rejoining Skip/2004 back recently.

Considering that I also encountering a similar issue on PC since about more than a month, upon some troubleshooting figured that the system re-registers inbox packages on every upgrade, and if the plugin reaches 45 minutes, it crashes, fail and does a rollback.

Considering the long upgrade times on Xbox as well, I guess that it does so as described, on Xbox as well, so being a shared OneCore bug, however in Xbox's case if the call will get a timeout on Xbox (luckily 10 minutes apart, but it might also get longer, reaching 45), there is no rollback and no OSUDT for preview builds, therefore if anyone will hit that, it will be a big problem. However on PC the issue seem to be quite being ignored from being recognized as an issue for some reason (visibility in Hub etc), so not yet fixed. Posting here in hopes to get this fixed soon (if gets fixed on PC, should be a matter of few builds to get integration of fix on other platforms, including Xbox branches, that will fix the upgrade time).
