You're correct. It's the word promotion. On Xbox Live promotions that are not authorized or sales are not allowed.

If you have a giveaway it's recommended to do it via Twitter or while you're streaming but it cannot be promoted to Xbox Live

I believe promotion isn't allowed just call the club the youtube lounce or something like that

My guess is the word 'promotion' is what is triggering this response. I would assume this could be a result of it being used in club names to 'promote' things that could be against the community standards. I couldn't imagine anything else in the name would
be an issue.
