How is this gamer pic bannable?

Somebody explain how a Juice WRLD Legends Never Die/Uzi profile picture is bannable? How is this offensive racist whatever in anyway? Xbox enforcement you guys have a horrible system unban me from using gamer pictures.

Also fix your spam reporting glitch because people can report your profile picture like 10 times and it's banned regardless so maybe that's what happened here.
