how hot is the xbox one windows dongle safe to reach?

I use a usb 2.0 standard 5v port on a powered hub or straight into my raspberry pi/laptop ports and I notice this is the hottest dongle I have
even my bluetooth or my mouse dongle doesn't even get detectably warm let along no flash drive I own ever gets half as hot as the controller dongle
I doubt it is actually using that much power in transmit to get so hot(at has to at least be pulling 500ma to reach the 40-50c I can feel(just before it is painful to touch so obviously 40-50c as ALL humans have a thermal pain threshold at ~55c))
so is it a flawed dongle I got sent or did you guys just use a 3.3v basis and all that heat is from the LDO you need to drop from 5v?
I mean it works but an LDO for more than 100ma is kinda a poor choice(beyond 100ma a switching regulator is better for battery and thermal concerns)
I will likely measure the power draw soon(using a load device that measures power AND passes through the data pins) because I am curious where all that heating is from(is it an LDO being pushed hard inside? or is it maybe a sub-par radio chip with an internal slight short?)
just want to know the microsoft design spec intended to have the usb shell(the metal bit around the connector) reach 40-50c or if it is a damaged module
I see many concerns over temps but I am a factual nerd after all so I like to know if the design spec planned on the thermals and power draw or if it is a sub-par device
I mean it works fine(besides a wonky connection if fully jammed into a usb 2.0 only wired hub, have to tug it out a mm to get it to connect) and so I am not too worried as most chips can easily take up to 75c with no damage(beyond thermal change damage from heating up and cooling down)
I just want a designer or someone with schematic access to tell us why these dongles are so dam toasty
and as a side note:
the pairing being a single device that gets replaced when using the usb lead on windows is a driver bug that needs to be fixed and the new controllers should ignore non-data usb ports and just stay wireless when charging from a dumb usb brick so I can actually charge my controller while using it on pc
the need to use swappable lithium aa cells(the fixed 1.5v ones cause the controller can't use nimh batteries like EVERY OTHER DEVICE ON THE MARKET) is a tad unacceptable when my official pack runs low
so yeah two issues
1: why does the dongle get nearly to scalding
2: why can't I charge without re-pairing in wired mode?
