How does the controller of an xbox one connect to the xbox under different circumstances?

If I buy a wire and connect it, does the bluetooth/wifi of my controller turn off and the data is transferred via the cable or is the cable just for charging and the data is wireless? I'm wondering due to input latency curiosity.

If I buy a pre wired/always wired xbox one controller which is half the price - how does the charging/data transfer work there?

The remote connectivity wont turn off, as long as you're pre-connected to the console you'd like to play on. And then plug the cable into the console, however, if the data transfer cable is plugged into another console, the cable will take preference.

when you connect a wire to your controller and plug it into your Xbox everything is run through the wire including your data

Once you plug in the controller with a cord it switches over to that as a means of transfer. With a wired controller the wire is it's only means of data transfer

Okay, have tried plugging the console into a different wall outlet, in another room, and still no spinning ring of light when I press the Connect button. The Game retailer used both a different controller and the one supplied with my console. I guess the
key question for me is, should the ROL always light up and spin when the Connect button is pressed and under what circumstances does it not?

Sorry to hear you're having trouble with your Xbox One Controller. If you check under devices, does it show your controller as connected? If not do you have a different USB cable you can test?
