How do you fix low GPU usage?

Let's start with the obvious and double check that your GPU drivers are fully updated and on the latest version.

I took a look through the thread you've linked from the Gears of War forums. It looks like a couple people believe that the issue lies with the "Gigabye App Center" for their motherboards. What model motherboard do you currently have and are you using that
App Center to manage it? I've also noticed some people mentioning that it may be an issue with the Intel Lake series CPU but hopefully that's not the case.

If you could also give us a dxdiag that'd be helpful.

Thanks, if you go to your laptop BIOS. Are you able to see your graphics card listed there?

May I know If you tried forcing to use the GPU?
Go to Windows Settings > System > Display > Graphics > select “Desktop app” and click on “Browse”
Once there add the .exe files for each game.
After that click on each one > options > select high performance > save
Restart your PC and try again.

By the way, how did you reinstalled windows?
Via settings?

May I know what exactly fixed the issue? Disabling the startup programs or creating a new user?

1.No, the game fully supported my os (Windows 10)

2.From steam or its website

3.Yes previously I can play without no issues

4.Im on Windows 10

5.I tried updating the driver but it's still the same

Note: I tried reinstalling windows but it still happening. It's not just the game lagging it's the entire pc is lagging so hard

Are you able to see your graphics card listed via Task manager > show more details > performance?

Or from here: Go to Windows settings > system > display > advanced display > display adapter properties?

Let me know the results, in any case. Can be a bit odd but try this:

A. Open task manager > select the startup tab > disable all the program listed there temporarily

After that restart your PC and check how it goes

B. Create a new local administrator user in your PC and try from there:
