How do you even report someone?

Its obvious you can go to someones profile and report them from their, but it seems like nothing happens. I was ddos by someone (I have gtag and evidence, messages I mean) while playing siege and all I can do is somehow he gets banned. Ive looked around
a bit and all I can find are forums. The night previously I had gotten off work and saw someone with a similar gtag on the enemy team but he was tkd and kicked before we even got out of drone phase. I feel like if said problem isnt solved legal action will
need to be taken. Btw this all happened not even 2 hourse ago on Friday April 26 2019. Around 2:30 am central daylight time, so I understand if people are asleep.

Ddos attacks are nothing to do with Microsoft/Xbox.

Even though you are on xbox live when it happens it happens via your broadband/internet & you need to contact your isp.

Daft Badger is correct, it is very difficult for the Enforcement team to take action against these attacks because they are directed at you ISP and not via the Xbox Live servers. You can contact your ISP with the times of these attacks, so they can investigate.
If you know the gamretag I wouuld also suggest mute and blocking them and do not under any circumstance respond to the, as that then leaves you open to being reported for possible code of conduct violation.

Reporting them the way you said is the only way. The report does go to the enforcement team, and they will investigate, and if they find that is what happens, they then proceed with the necessary actions to the account. You stated that you had a ddos attack.
The thing with that is that ddos attacks attack your isp, not Xbox Live, so their is nothing that Xbox enforcement can do, as it does not affect Xbox. Your ISP is the only ones that can help you with a ddos attack. For more info ddos attacks have a look here

Good luck with your current issue but there's not much we could do at this point. I would suggest to avoid joining other random party chat lobbies and maybe talk with your ISP for ways to improve your service.

While I can understan your frustration with being attacked with a DDOS, the fact is, you haven't given this report you've made anywhere near enough time for the enforcement team to Investigate it. All reports need to be reviewed by real people, it's not
an automated system.

If you Want to take legal action, then indeed do so, but, you need to do this via your isp, not Microsoft.
