If your Xbox one is saying "Your security protocol won't work". You can try unplugging the Xbox one for a few seconds and plug it back in then try. I see this has helped other users that had their xbox one saying security protocol issue.

how do you change your router' security protocol

Hi!

You will have to do that from inside your router settings, there are different ways to do so and you may need to refer to your router's manual.

Usually what you need to do that is to enter the IP address written on your router's description on your Internet browser and log in to the device's settings.

By the way, I don't see how this is an Xbox related question but I'm still happy to help as best as I can

Security protocol is all up to the people who setup the internet so where ever you live they control it and there isn't much you can do. All i suggest is attempting to login by typing the IP address into the browser which will bring up the routers administrator
privileges but since this is a public network i assume it isn't advised to tamper with it since it'll disconnect everyone connected to it once changed.

There is a possibility that may have purposely set up the network to discourage use of gaming consoles.

Have you tried to change the IP address on your router? Not the one to your xbox but the actual router IP that sends the data out to the internet. That may be your problem. Simply resetting your router wont always change it either. its best to contact your
ISP on how to do it or they can do it for you
