How do I submit a case review to the Enforcement team?

I received a Communication suspension from Xbox Live at 2/25/2016 12:28:20 PM (UTC), that was supposedly only to have a duration of 24 hours. It's been about a week now and I am still unable to communicate with other players through party chat. I know
it has to do something with my suspension as when using other accounts on my console party chat works fine. After talking with multiple ambassadors, support members, and those of the community, I have tried many things such as: updating controllers, using
different controllers, logging off and back in, removing my account and adding it back on, changing headsets, changing batteries, setting my NAT to open, forwarding:

• Port 88 (UDP)
• Port 3074 (UDP and TCP)
• Port 53 (UDP and TCP)
• Port 80 (TCP)
• Port 500 (UDP)
• Port 3544 (UDP)
• Port 4500 (UDP)

Power cycling the console, having my ISP come in and check things out, resetting my modem, router, etc. You name it, I've tried it. And after hours of talking to support I was again and again told to talk to the Enforcement team. I now know they no longer
reply to any forum admissions so I tried reaching them through their website, but there is no option to submit a case review. So how can I do so?

The enforcement team do not check the forums unfortunately.

You can submit a case review and the Enforcement team will review it and remove the ban if it was applied incorrectly.

I received advice not help. Help suggests that I found said advice to be beneficial. I am still working on this unsolved problem. Again I read through the entire Enforcement page concerning Case Reviews and I am unable to submit one. Xbox support is a joke.

 

If the ban is 24 hours or less you will not be able to file a case review.

 

That is just ridiculous on Microsoft's side, the effects are lasting quite past 244 hours so why can I not submit a case review? I was told multiple time by support that I was a "valued customer" but this is obviously not the case.

That was the first forum post I looked at, I also looked at and tried another guys post who had the same problem as me and had 90+ pages worth of replies, I tried every suggestion on their until I realized it was locked and when I asked the user he said
even though the issue started about 5 months ago and it still persists and Xbox just started to ignore him. HE eventually had to create a new account and pay another $60 for a new lice membership. It's completely ridiculous that we should be paying for a problem
that Microsoft created.

and yesterday was 6/17/2016 you guys need to fix it please

SirDubstep has alreayd ppsted above on how to submit a case review. However, if it is a console ban, there is no way to submit a review.
