Yes, I signed out of the Microsoft account.

I opened Edge and was signed into Bing.

I signed out of Bing.

I cleared cookies and passwords.

I removed devices at https://account.microsoft.com/devices

I signed out of Microsoft account.

I rebooted.

I opened Edge and was still signed into Bing.

How can I completely signout of a public computer,

so that other persons Bing searches are not logged against my Microsoft account?

That message leads me to believe that your account is being signed into elsewhere since an account can only be signed into the Xbox Live service on one device at a time. The message and the fact that you are getting logged out of the game and everything
is fixed once you log back into the Xbox, forcing the account to sign out from the other device it was signed into. Has your account been added to any other console's or PC's?

Best thing to do first is to make sure your account isn't being signed in by someone else on another device, and then changed your password to prevent signing in from another device.

So there are some platforms where it's a one account at a time sign in, so if they sign in with that account on another platform, it will sign out the previous sign in. I know Xbox One and PC are separate devices, and do not sign out the other, but I believe
other devices like Switch/Mobile are the same "platform" and would sign out the others, while leaving the Xbox One and PC signed in, though I don't have a Switch to really test this. Later I'll test on multiple mobile devices, but wouldn't really be a full
test on for what you're seeing on the Switch.
