How do I sign in by a code on my TV to my phone

It should actually tell you on the screen, but you go to microsoft.com/link, sign in with the account you have on the Xbox, and then type in the code on the website. Then continue from there.

I've tried that I have everything I need it just says sign in successful on my phone but it tells me to try again on the tv after I put in the code

If you've linked your account to the Movies Anywhere app and can only see your movies and not your TV shows, it's possible that your TV shows are not supported by the Movies Anywhere app. You may want to check if the TV shows you want to watch are available on a different streaming service or app that is compatible with your phone.

Did it also provide a URL for you to use the code on? When you select "use another device" option on your console sign-in screen it should also display a URL where you can use the codes you mentioned.

But if you are using a smart tv, you also be provided with a QR code and a URL to complete the sign-in on another device.
