Where are you trying to sign in?

try signing in on a computer first at login.live.com, if it lets you, restart the console, and reconnect it to wifi before trying there.

Thanks for the reply! I'm sorry to hear about the issue with trying to log into the Xbox One with another account.
I recommend trying a power cycle
of the console and retrying to add the account.

Is this console in the preview program? If
you are running into any problems you should be able to provide Feedback
as an Xbox Insiderthrough the Xbox Insider Hub app.

If the problem persists, try doing a
soft factory reset of the console,
Reset and keep games and apps to help reset the operating system. Please note before doing this troubleshooting step, make sure to know your email and passwords for your Xbox profiles.
