how do I report or file a complaint about this...

The other day I reported a user message for telling me to commit suicide by hanging an egregious comment by this user that should have had them out right banned. the user in question as far as my current knowledge is still able to play online games and
create new accounts which they have used to harass me about the message I reported them for.they used a new account to avoid or evade what I could guess was a comm ban on the account that had been reported but due to the lack of punishment were able to avoid
it anyways to harass me even further with a username that alluded to what they had done earlier in the day in messages. so to conclude I been trying to get some sort of support and/or customer service to handle this problem but been unable to due so without
any idea or info on handle such a case. I don't want to have to endure the harassment I had gotten from this person anymore knowing they can attack me at any notice or others if they're continued to be allowed to wreck havoc on the community as a whole.

You can contact Microsoft Support and tell them about the account and they will monitor the account. I recommend just repeatedly reporting the account

Thank you just one question when I go to report on xbox what do I report the user in question for because there is a set limited options I was thinking that best option to use to report with was voice communication... really needs to be a other option or
something but I was wanting to make sure that was the right way to report the user in question over this matter.

to Report and Block this person you can do so by going to their profile and going to the Block/Report section and Reporting them and Blocking them. For more info on how to Report and Block please view this
FAQ on the topic.

The information provided by PatriotSH529 is incorrect, the only way to Report and Block a user us through the Xbox console. If you call
into support they will not be able to monitor the individual, they can walk you through how to Report and block however.

thank you for your reply! I just don't understand why for the level of such a egregious comment when I had reported did not get said user ban from online play and creating new accounts to futher harass me but I will continue to submit a report through
xbox on the said user account to make sure I am not further harassed in the future unless I am told the user in question is gone from the platform or is unable to acess online play to harass me in game and is unable to create new accounts to harass me with
through messages and other means. but thanks again for the help!

The only thing you can do is report/file a complaint the said members through the Xbox options provided on your console so the Enforcement Team can start a proper investigation. Informations can be found here on how to do a report/file a complaint

As for getting report/file a complaint feedback, unfortunately the Enforcement Team is not mandated to do so and will most likely not give information about the occuring investigation regarding reports.
