how do i remove accounts from a xbox one that wont power on

The easiest way would be to change the passwords of the accounts.

But you can also try to fix the problem by blowing out the dust out of the power supply, takes a while but helped me when I had the same issue with my old Xbox One.

Or if you have a Gamstop in your region, you could bring your console there and maybe they have a used power supply and you could test, if the issue comes from the console or the power supply.

OK now that you are sure it's the console you can also open the console and remove the HDD !

ok thank you for replying i will change their passwords and i have tried my other sons power supply and the same thing happens so im sure its the actual console its self that has a fault

It's not possible to remove an account remotely from an Xbox console. If you change your passwords, the accounts will become inoperable to anyone else who tries to use the old console.

Changing the password/s is all you need to do.
