I believe so, because I had to do that for my Borderlands saves that were on my 360 which I wanted to play the backwards compatible version on the One.

Just one last question: I did not get the games codes xbox 360 gears of war 1 2 3 and judgment because I did not play before 26 Decembers on gears of war ultimate edition... But I received the code gears ultimate edition only January 6

support.xbox.com/.../gears-of-war-judgment-rank , do you have a backup of your saved data that might have not got overwritten? like a save on cloud or USB Flash or a save that has not yet been connected online?

Update: I just received my two codes for Gears 3 and Judgment, and of course, was unable to download Gears 3 but was able to download Judgment. Seems to me that region lock is not the issue.
