    how do i permanently delete....

    you can not remove billing Information, you can only alter them.

    to remove a payment Instrument you navigate -> Settings -> account -> payment instruments, if there is a Service linked to your credit Card you can not remove it, either set it to not renew on next date or contact xbox Support.

    The most closest thing to that is hide the game, if you’re interested on this go to My games and apps > go to your full game library > highlight the game > hide game
