How do i make the home xbox work because it wont work

My Xbox has the home console set up and it doesn't work it says do you own this game or app and I go to check the home xbox and its says its not my xbox home so I make it the home xbox (IMPORTANT: it says I have 3 tries left.) everything was fine after I
went back to my account and I turned off the xbox like a hard reset and it worked.

I log in the next day and same issue 'DO YOU OWN THE GAME OR APP' I go back to check and again the home xbox not removed - the HOme xbox can't be removed as that account is my brothers and he hasn't shared with anyone I asked already and no one has the account.
we rest the password to make sure.

I go bac to set up the home xbox and it says 'YOU HAVE 3 TRIES LEFT' AGAIN. IT DOESN"T detect the home xbox being set up and it takes it away by itself. WHY??? I DID EVERYTHING NOTHING WORKS HELP ME>

Sorry to hear you are running into such difficulties in setting up the Home Console up. From my understanding you are trying to set up the Xbox as your brothers home console so that you can share the games that he owns?

When you power up the console make sure that you are logged off of every other account except for only his, this way you can confirm that you are setting the Home console under his account.

could you make sure that your profile is set to home xbox.

Select System > Settings > General > Personalization, and then select My home Xbox.

Select Make this my home Xbox to designate the console as your home Xbox.

I have the same issue with Stellaris. It was working yesterday, but wont work today. Nothing has changed my end. Other Gamepass games work ok.

Still wont let me play games tried the hard reset and signed out of the profile. Is it not working because the xbox im using isent my home xbox? Or is it because of the new update?
