how do i let my kids purchase items form avatar shop and add friends?

The Kid account is brand new.

My account I have had for awhile now; at least a year. And, Yes I can make purchases with my Adult account. I have never bought Avatar items however for my adult account as I don't need them.

I just tried to purchase an avatar item again from the Kid account using the link you provided and I get the same error: "Sorry Purchase of this content is currently not allowed for child and teen accounts."

I was able to add points to the Kid account only by using a prepaid points card as when I tried other methods is informed me Kid accounts cannot buy from the website. Understandable so I used the prepaid card and was able to add points that way.

I originally thought is was the parental controls not allowing this so I tried changed those too with no success.

Seems odd that we can't purchase something as simple as Avatar items.

What sort of Add-On's did you purchase? I know that Minecraft only has Skin Packs as "Add-On's" in the marketplace at this point in time.

If you purchased an Avatar Item, Gamer Picture, or Theme those are items used on the Xbox 360 Dashboard (for themes), for Avatar Items / Gamer Pictures those are things that you can spruce up your Xbox 360 Avatar with. Those are items your friends see you having
on their friends list, not items that can be used in game.

This simple feature is the bane of my bank accounts existence. Every time I leave my 5 year old alone with the xbox he ends up purchasing useless junk in Minecraft or avatar shops. Or full priced games that he already has in physical form.

In regards to the often commented "Make them their own account" That also involves money and all of his game saves not getting transferred. Or the other chestnut "Monitor your kids better" obviously do not have kids.
