how do i give my child permission to change his privacy settings

You need to manage his account settings since he is still a child.

Kindly sign in to https://account.microsoft.com/family and make sure that his account is added as a member.

Once confirmed, sign in to https://account.xbox.com/settings using your account (the organizer) for you to manage his privacy settings.

As parental account you should chang the privacy settings for the child account in order to give permission to play online.
