I see my new email as the Primary email, yes.

But in Minecraft it still shows my addon library as blank, no addons there.

In My games & apps, highlight a game (but don't select it).
Press the Menu button on your controller, and then select Manage game and add-ons.
Select the game tile, and then select each checkbox for which items you want to install.
Select Install, to confirm the installation.

I checked my order history everything is complete but it says my add-ons are "not currently available."

Could you please check your order history to confirm if there was an issue with your game order? If it says completed, you should still own them.
