How do I get an open NAT from STRICT and the uPnP to be allowed

For your NAT to be set to Open, that will depend on the ports that are currently open on your router/modem. Most of the time, the same device from your ISP will be your router, so you need to call your ISP (Internet Service Provider) and request them to open these ports on their modem/router:

Port 88 (UDP)

Port 3074 (UDP and TCP)

Port 53 (UDP and TCP)

Port 80 (TCP)

Port 500 (UDP)

Port 3544 (UDP)

Port 4500 (UDP)

And to enable UPnP (Universal Plug and Play), you need to enable this setting on the router as well.

Yes, you would need to check with your mobile carrier to check if these settings can be changed. On 4G, there are more limitation in regards to NAT and UPnP, given that this kind of network isn't usually used in this manner.

It's a 4g mini would this be the same. Enabled the Upnp but still not work.

@Bobmcfly247 A fully compatible router should allow an open NAT on both Xboxes not moderate. If you have a moderate Nat then you have a router with crap UPnP support.

On a good router your Xbox will open a different UPnP port rather than the standard one if it's already mapped to another device. This keeps the NAT open on both. On a bad router this will fail and you get a moderate or strict Nat.

i'll try it out when i get home from work.

the thing is, though, that's how i started this long, frustrating process. first i enabled the UPnP. strict nat. forward ports. strict nat. DMZ. still strict.
