How do I get a gamertag that already exists?

I am trying to change my name to a specific gamertag of an account that has no recent activity, no friends, and no followers. I’ve tried to contact the user via Xbox messages, but have been unsuccessful. Is there any possible way that I could acquire the
gamertag?

when i switched from 360 to xbox one my xbox said that i had already used my gamertag switch yet my gamertag is still the same. how do i get it back?

adding new windows live id's to existing gamertags for family package

hello, i sure hope someone can help me. i just recently purchased a gold family package that includes up to 4 windows live memberships, however since doing that i can not find how to get back to it to add anyone. we have some windows live id's already that
we would like to attach to already existing gamertags, how do i do this?

Either the original owner would have to change the name to something else or if they do not sign into the account for 5 years (starting in 2016) it will be freed up for use. There is no other way to get the tag. Keep in mind, the tag system is in use on
other Microsoft services, so even if it isn't in use on an Xbox, it may be in use elsewhere.

Additionally, Games for Windows Live, Xbox games for Windows, Zune, and Xbox Live all use the same gamertag system but not the same chat system.

Gamertags are also tied to services like Zune or Games for Windows LIVE. If a gamertag doesn't exist on Xbox, it might be in use on one of those services. If you try sending the gamertag you want a friend request and it says it’s
not a valid gamertag that just means it isn’t used on Xbox LIVE, but it could be used for Zune or Games for Windows Live.

With the recent gamertag update, you can get a gamertag even though it is already taken https://support.xbox.com/my-account/manage-gamertag-and-profile/gamertag-updates-faq

Otherwise, even though it may appear inactive on the Xbox, the tag system is in use on other Microsoft services and may be in use elsewhere. There is no way to take a tag that is already in use.

it means that you cannot request game tags assigned to Zune or Windows Live PC game accounts.

zune profiles are private also gamertag requests are not a on demand service there is no way to request it

content is tied to gamertags therefore there is no way to simply delete a profile because the previous owner would lose access to previous purchases
