How do i fix this error with Psychonauts 2

1. When did this issue happen? Was there a recent Windows update or new application installed on your device?
   
2. What troubleshooting you have already performed?

Yes, it is only for Psychonauts 2. Other games have no trouble installing. Apparently this is happening for several other users as well:

It seems like it has something to do with Windows thinking DirectX Runtime is missing? But I think I have it, I installed it here and it gave me the same error message

Borderlands 3, Cyberpunk 2077, and Psychonauts 2

Psychonauts 2 and Half-Life 3 would be awesome.
