How do I fix GTA 5 stuttreing often ?

I had been experiencing a new insecurity in GTA 5 game that I called it Stutterotropia. you see, Stutterotropia is a problem that the game receives stutters incontinuous for 0.02 seconds. Unfortunately, you can only detect it if you move too slow or, trying to find smoothness in graphics. I had been trying to fix the problem by trying ways like verifying files, reinstalling DCDirectX, repairing the redistributibles, updating nvidia graphics driver, setting graphics on optimal NVIDIA settings and deleting all temporary files. But, the same result happens. Just my pc becomes faster. How do I fix this ?

I use NIVIDA geforce gt 1030 with intel core i5 6402P 2.80gh.z 8.00 GB RAM. And I put GTA 5 on a 615 GB Hard Drive.

Bro, I literally took help from them. Turns out, I could not fix it unfortunately. But, do internet affect performance in GTA 5 ?
